County Agrees to Purchase Mintlaw Trestle for $1
aerial view of Mintlaw trestle todayRed Deer County council today unanimously agreed to purchase the former Alberta Central Railway Mintlaw trestle west of Springbrook from Canadian Pacific Railway for $1 in exchange for a tax receipt for $8.8 million, determined to be the current value of the structure.
Mintlaw trestle in 1913The bridge across the Red Deer River has been identified as a heritage site and an important landmark in the county. It was built in 1911-1912, leased to Canadian Pacific in 1913, acquired by CPR in 1957 with the last train crossing it in 1981. At 2,112 ft., it is the second longest CPR steel trestle bridge in the province. In the future, the County will determine if the bridge is suitable for recreation use as a pedestrian bridge. The 2010 budget allows for the acquisition of right-of-way on each side of the 32-span structure. Earlier in the year, the County, in the Open Spaces Master Plan, had identified the former Alberta Central Railway right-of-way between Red Deer and Benalto as a future recreational and agri-tourism trail.
'Good News' Budget Passed by Council
Red Deer County council passed the 2010 budget today being referred to as a 'good news' budget as there is likely to be no increase in property taxes. However, the tax bill will depend on the assessed value of properties relative to the average and what the province decides on the school requisition.

Large Community Attendance at Christmas Dinner and Concert
The Springbrook Community Christmas Dinner and Concert was attended by over 50 Springbrook children and at least as many adults yesterday evening at the Springbrook Community Centre. Several children were involved in the concert production that included singing and playing piano Christmas carols, and a pageant 'The Night Before Christmas'. The event was co-sponsored by the Springbrook Community Association and the Division 3 Recreation and Culture Board with Tara Lind being the primary co-ordinator. Katie Ingram produced the concert. Several other community volunteers helped set up the decorations, provided side dishes for the meal and helped with the cleanup afterwards.

Springbrook Nominated for Hockeyville Contest
Hockey Academy SpringbrookA member of the Red Deer Pond Hockey organization has nominated the Springbrook arena for Kraft Hockeyville 2010. The privately-owned facility, used by the Alberta Hockey Academy, is in need of repairs and upgrades. The pond hockey group rents the ice for kids who would normally not have access to a fun opportunity to play hockey. The arena was built in 1958 as a curling rink for RCAF Penhold air training base and was used as such until 1995 when all the base facilities were sold to private developers. Kraft Canada, in partnership with the CBC, the National Hockey League and the National Hockey League Players Association, has sponsored the contest for the last four years. The winning community receives $100,000 to upgrade an arena and will become the site of an NHL pre-season game. An in-house panel will select the top 12 communities in Canada, two from each of the four regions and four wild cards. Public voting will start on March 15 and the winner announced on April 3, 2010.

Skiing, Swimming, Movies Subsidized for Residents in Division 3
Collicutt Centre poolThe Division 3 Recreation and Culture Board is subsidizing several activities for residents within the division. From December 20 to January 3 inclusive, residents can get a free movie and pop at Carnival Theatre in Red Deer with tickets available from Board members and at three community Christmas events. Swimming at the Collicutt Centre is available on two dates, Tuesday, December 29 and Saturday, January 23. Skiing at the Canyon Ski Hill east of Red Deer is available at approximately half the normal rate on Fridays from 5 to 9 pm in January and February. A registration table will be available on site. Swanberg Air and Airport Offer Seat Sale
Swanberg Air Jetstream at Red Deer AirportSwanberg Air, in partnership with the Red Deer Regional Airport, is offering a 50% off seat sale during the month of December for all flights departing eastbound from Red Deer to Calgary, Swift Current and Regina. Inbound passengers are also eligible to take advantage of the sale. The airline operates more than 40 weekly scheduled flights using Jetstream 31 twin-engine turboprop 14-passenger aircraft. Tickets are available from Swanberg.
Airport Reveals Wish List for 2010
Red Deer Regional Airport airsideIn its quarterly report to Red Deer County yesterday, Red Deer Regional Airport CEO Liam O'Connell is confident that the Swanberg Air seat sale will boost the scheduled passenger count for the year to over 1,000, the minimum required to be eligible for federal Airports Capital Assistance Program funding. At the end of November, the count was 884. The airport authority plans to apply for $4 million in ACAP funding in 2010 to put an asphalt overlay on runways, taxiways and the main ramp. In addition, $1.5 million in funding will be requested for more bays in the maintenance shop for equipment storage and improved lighting for low-visibility situations.
Red Deer County CentreLittle or No Tax Increases Expected in County for 2010
Red Deer County has introduced its budget for 2010 projecting little or no property tax increases for county ratepayers, at least for the County's portion. The provincial requisition for school taxes is not yet known. The operating budget for the year is projected to be $31.6 million while the capital budget sits at $9.6 million. New financial initiatives expected in 2010 include $100,000 towards the Penhold Multiplex and $150,000 for a de-icing facility at Red Deer Regional Airport.

Plasco Plant Delayed Waiting for Green Funding

Plasco plant in OttawaThe 200-tonne-a-day Plasco regional gasification plant proposed for Red Deer County east of Penhold has been delayed while the company waits for a decision concerning their $23 million application to the federal Green Infrastructure Fund. The company hopes to get started early in 2010 on the waste-to-energy plant to be administered by the 9-member Central Waste Management Commission. The new technology Canadian company has demonstration plants operating in Ottawa and Barcelona, Spain.

Regional Sewer Line Delayed Due to Funding Cuts
The much-needed $107 million regional sewer line between Olds and Red Deer will likely not be completed for two years as the provincial government has indicated to the South Red Deer Regional Wastewater Commission that funding for the project will be delayed due to budget restraints. The commission is looking at ways for portions of the project to continue with the funding that is available. Both Olds and Innisfail need the project to be completed soon as their sewage treatment plants have already exceeded their life span. Work is already underway to install 25 km of pipeline between Innisfail and Penhold to connect with the existing Waskasoo line through Springbrook and on to Red Deer.

Emergency Exercise Tests Airport Procedures
Red Deer Regional Airport terminalAs a requirement of Transport Canada, Red Deer Regional Airport conducted a live emergency response exercise recently. About four dozen RCMP, county firefighters and patrol officers, airport staff, search and rescue volunteers, and staff from NavCanada and the Canadian Air Transport Security Authority gathered to test their ability to respond to an emergency. The simulation included a plane with nine passengers and two crew being held hostage by an unknown armed assailant reportly carrying a bomb. Part of the excercise involved emergency workers finding a way to end the standoff safely and defuse the bomb. The primary goal was to test the ability of various agencies to communicate with each other and co-ordinate their efforts.
Central Alberta Historical Society Learns About Penhold Base History

Jodi Smith of Springbrook and Gary Hillman, both representing the Harvard Historical Aviation Society, made a presentation to the Central Alberta Historical Society yesterday on the history of the Penhold base from before World War II to the closure of the base in 1995.

Phase 2 of Expanded Air Service Launched
The second phase of Swanberg Air scheduled passenger service began earlier this week at the Red Deer Regional Airport with hints that further expansion could occur in the future. A morning flight from Grande Prairie will stop in Red Deer and proceed to Calgary, Swift Current, Regina and Estevan. The flight returns later the same day on Mondays, Wednesdays and Fridays. In October, the airline introduced service from Calgary, stopping in Red Deer, and continuing to Edmonton and Grande Prairie Tuesdays, Wednesdays and Fridays. The two services compliment the existing service between Red Deer and Fort McMurray by Northwestern Air Lease.
