Annual Spring Fling Enjoyed by Children and Adults
An
unusual late spring snow event likely dampened the attendance at this
year's annual Spring Fling co-sponsored by Red Deer County Division 3
Recreation and Culture Board and the Springbrook Community Association.
About 50 people, half children, enjoyed the catered meal provided by
Darcie from the newly-opened Circuit Cafe and the music provided by Manz
Entertainment of Springbrook at the Springbrook Community Centre.
Everyone who attended received a door prize valued higher than the $5
admission fee. The event was primarily organized by Tara Lind.

Interim Manager at Red Deer Airport
Cyril
Cooper, land and economic development officer with the City of Red Deer,
has taken on the task of interim manager of the Red Deer Regional
Airport until a new manager can be found after the resignation of Liam
O'Connell. Cooper sat on the Airport Authority board for seven years and
will pursue the current objectives of the authority as well as work to
attract new business and investment to the airport. An area structure
plan is currently being developed for future commercial and industrial
expansion. The Authority is a partnership between the City of Red Deer,
Red Deer County and the Red Deer Chamber of Commerce.

Visioning Workshop Inspires Lots of Ideas
The
second session of the Springbrook Community Association Strategic
Visioning Workshop, held yesterday at Circuit Cafe next to the airport,
attracted 12 participants, half of whom were on the association's board
of directors. After identifying 'Issues and Challenges' and 'Assets and
Opportunities', the group identified kinds of activities within the
Springbrook community currently being done and need to be done over the
next 2 to 5 years. From there action plans were developed to accomplish
the key goals. The facilitator, Terry Vaughan, was provided at no charge
by Alberta Culture and Community Spirit. The hot meal and dessert were
provided by the Circuit Cafe. At the previous session held May 5 at the
community centre, the 19 participants established a mission statement,
values, guiding principles and a vision for the community association.
The final report will be presented to the board of directors in the near
future for approval.

Red Deer County Redesigns Website
Taking a year and $35,000, Red Deer County has completely redesigned its
website to make it easier for residents to navigate to the kind of
information that is most often sought. The new site is at
www.RDCounty.ca.

Alberta Central Railway History Highlighted at
CARTS AGM
At
the recent annual general meeting of the Central Alberta Regional Trails
Society (CARTS), Paul Pettypiece of Springbrook outlined the history of
the now-abandoned Alberta Central Railway which may some day become a
regional trail between Red Deer and Sylvan Lake. The old roadbed is
still relatively intact and includes the Mintlaw trestle across the Red
Deer River northwest of the airport. Red Deer County recently purchased
the bridge and the right of way that was still owned by Canadian Pacific
Railway. Another speaker, Lacombe trail pioneer Bill Nielsen led the
group on a tour of some of the town's trails and gave a short talk on
how he helped develop those trails. The marathon runner moved to Lacombe
in 1996 and proceeded to carve out 15 km of new soft trails on his own
in undeveloped areas of the town.

Memorial Forest Being Developed in Gasoline Alley
Parkland Memorial Park on the west side of Gasoline Alley along Highway
2 is gradually being developed as a forest and park with bridges, paths
and park benches. Opened in 2003 by Parkland Funeral Home and
Crematorium, the park surrounds a wetland area that is home to geese,
ducks and muskrat. There are currently about 700 trees that include ash,
chokecherry and lilac with a few willow and rose on the 4-acre property.
It is estimated that another 400-500 trees could be planted over the
next several years. Once the park is filled, it will be released over to
Red Deer County.

Regional
High School Gets
High Priority in New Joint Plan
The
Chinook's Edge School Division has endorsed a regional school planning
study report that gives a high priority to a new regional high school to
replace River Glen School in Red Deer. Four regional school divisions
(Red Deer Public School Division, Red Deer Catholic Regional School
Division, Chinook's Edge School Division and Conseil scolaire
Centre-Nord) have worked with Alberta Education and Alberta
Infrastructure to produce a study for the construction of new schools in
the Red Deer area. The second highest primary urgent recommendation of
the joint $40.5 million plan is that a new Grade 7-12 school be
constructed outside of the city and that River Glen be transferred to
the city public school division for use as Gateway Christian School. For
several years, Chinook's Edge has planned for the school to be built in
either Springbrook, Gasoline Alley or Penhold but the final location
will be determined by Alberta Education and/or Alberta Infrastructure.
The highest priority in the plan is a new elementary school be built in
Aspen Ridge subdivision in east Red Deer. The four school divisions are
hoping funding will be available in the near future for the projects.

Trails Society Experiences Success
The Central Alberta Regional Trails Society (CARTS) will report at their
upcoming annual meeting that considerable success has been achieved over
the past year. Two pedestrian bridges, one over the Blindman River north
of Red Deer and one over the Battle River at Ponoka, have been
constructed and sections of the 70.6 km Trans Canada Trail between
Ponoka and Penhold are at or near completion. Further progress is
anticipated over the next year or two with the TCT and other regional
trails.

Red Deer to Promote Penhold Ice Facility
Although the City of Red Deer will not be able to contribute financially
to the new $20 million Penhold multiplex and its NHL-sized rink that
opens in July, it will let ice-user groups know about the facility. The
city has six arenas but at least 4% of requests cannot get ice time and
other groups often get times that are inconvenient. The 100,000 sq. ft.
Penhold facility will also have a gymnasium, library, fitness area and
indoor running track.
Average Property Taxes Not Expected to Increase
Red Deer County council has approved this year's budget with little
change in average property taxes expected. Of the $55.8 million budget,
about $33.8 million is needed in taxes, approximately the same as last
year. Small increases in environmental and community service levies and
business taxes along with reserves compensate for a 6% decrease in
overall property assessments.

Civil Air Search Teams Stage Simulated
Search
About
20 volunteers took part in a Civil Air Search and Rescue Association (CASARA)
simulated search exercise Saturday from the Red Deer Flying Club
building at the Red Deer Regional Airport. This exercise involved a
search in the Sundre, Rocky Mountain House and Nordegg areas. The
volunteer group, which receives funding from the Canadian Forces to
cover expenses, is primarily tasked with finding downed aircraft, but
CASARA has also assisted in searches for missing children, Alzheimer's
patients and oilfield workers lost in the bush. Each team of volunteers
is made up of a pilot, navigator and two spotters. Similar training
exercises to develop skills and learn techniques are held the first
Saturday of the month.

Springbrook Strategic Visioning Workshop Starts
Wednesday
The Springbrook Community Association Board of Directors is conducting a
strategic visioning workshop starting Wed. May 5 at the community
centre. Terry Vaughan, a facilitator from Alberta Culture and Community
Spirit, will help the organization determine its mission, vision,
values, guiding principles, goals, strategies and actions for the next
three years. The workshop runs from 5:30 pm to 9:15 pm and a supper will
be provided to participants. The Board invites residents to attend and
can register by emailing Paul at
