Family Day Winners Announced
Among
the nine entries for the Chili Cook-off at the annual Springbrook Family
Day Winter Festival last week, there was a 3-way tie between Kim
and Todd Smith, Tracy Manz and Wayne Hynek for the best chili. Earlier
in the afternoon, the winner of the 'Old Man Winter' golf contest was
Wayne Hynek. In the children's colouring contest, the winners were: ages
2-4 Celty O'Brien, ages 5-7 Kayla Shakotko, and ages 8-10 McKenna
O'Brien, all of whom won movie tickets. Several residents contributed to
the success of the event including Tara Lind, Katie Ingram, Justine and
Keith King, Todd Smith, Mark Loehle, Jenna Dyck and Carmen Lind, as well
as Phil Wegner for keeping the outdoor rink in fine condition.

City Supports Airport Business Plan
Red
Deer city council has endorsed a five-year business plan for the Red
Deer Regional Airport that will see the aggressive pursuit of
development opportunities to expand passenger service, industrial
development and aviation business in order for the airport to become
financially self-sufficient. The consultant that developed the plan sees
a solid market for scheduled flights at the airport for the quarter of a
million people in Central Alberta. Airport Authority CEO Liam O'Connell
met recently with MP Earl Dreeshen regarding stimulus funding for a $25
million plan that includes extending the runway for larger aircraft.

Airport Business Plan Envisions Sustainability and
Expansion
A
five-year business plan has been released that envisions a
self-sustaining Red Deer Regional Airport that could generate massive
amounts of revenue by 2013. One of the primary objectives of the plan is
attracting a major passenger carrier to the airport. Discussions have
been ongoing with Air Canada Jazz for several months. If a major carrier
is attracted, revenues could increase incrementally each year from
landing, terminal and fuel fees. If the airport could offer regular
scheduled flights to Vancouver, Victoria, Saskatoon or Toronto, the plan
predicts over 110,000 customers generating more than $80 million a year.
The plan goes to city council Monday and county council March 3.

Contract Awarded for Next Phase of Infrastructure
Rehab
Red Deer County council approved yesterday a $2.7 million contract with
Pidherney's Trucking Ltd. for Phase 2 of the residential water and sewer
line rehabilitation in Springbrook. A slowing economy has meant that
more companies bid on the project and the tender came in significantly
less than budget. The entire $10 million project is expected to be
completed this year. The county is contributing $3 million while the
federal and provincial governments are covering the rest. Tenders close
on the third and final phase on February 25.
Garbage Fees to Increase
Red Deer County council approved an increase in garbage fees to $15 per
month from $9 per month beginning on May 1, up 67%. The jump is a result
of a new contract the county has signed with Waste Services Inc. to pick
up garbage from about 1,400 residences.

Springbrook Family Day Events Huge Success
Several
families in Springbrook took advantage of the several events in the
community in spite of the chilly temperatures. About 75 people
participated in the outdoor activities between 1 and 4 pm that included
hay rides and a hole-in-one contest.
There
was skating in both the outdoor rink at the Oak Street playground and
the indoor rink at the Alberta Hockey Academy. In addition, children of
various ages took part in a colouring contest.
Between
4 and 6 pm, about 100 people attended a chili cookoff at the Springbrook
Community Centre with chili, hot dogs, pop and coffee available. The
events were co-sponsored by the Springbrook Community Association and
Division 3 Recreation and Culture Board.

Funds Awarded to Airport for Equipment
The Red Deer Regional Airport has been awarded $851,025 under the
federal Airports Capital Assistance Program for a new snowblower and new
plow truck and sweeper. The existing snowblower dates back to 1969 and
the truck is 30 years old. The new equipment could be on site in six to
eight months. The authority will continue to apply under the program for
runway and taxiway overlays and expanded buildings to house the new
equipment. ACAP funding is not available for other major projects
planned for the airport such as a runway extension and a new terminal
building. The airport is the only one in Central Alberta that remains
operational 24 hours a day.

Third Reading for Future Museum Lease Bylaw Passes
Red Deer County council yesterday gave second and third reading to a
bylaw authorizing the lease of up to 10 acres of municipal reserve land
in Springbrook northwest of the sports fields to the Harvard Historical
Aviation Society for the construction of a future aviation museum. The
land is part of a 21.23 acre parcel identified for a future museum,
school site and recreation building in the Springbrook Heritage Urban
Design Plan. As the former Penhold base lands, now referred to as
Harvard Park, develop over the next several years as a mixed use town
centre, public spaces will express the area's heritage.
