City Plans More Parking at Fort Normandeau
Red Deer County council is supporting the city of Red Deer's plan to add
a 135-stall parking area at Fort Normandeau immediately west of the city
boundaries and Highway 2. Parking is needed not only for the historic
site but for the increased use of the Red Deer River as a recreational
resource. In recent years, vehicles have been parked in areas that are
unsafe during hot summer days when inner-tubers take to the river. First
reading of a bylaw to lease seven acres of municipal reserve to the city
was passed by council.

Groundwork for Plasco Plant Expected This Summer
Plasco Energy Group expects that ground work at the Horn Hill Waste
Transfer Site east of Penhold for the 200-tonne-a-day $70 million
waste-to-energy gasification plant will begin this summer and be
operational in the summer of 2010. It will be one of the first, if not
the first, commercial operation. Another is planned for Ottawa through
a partnership with that city. Plasco will build and operate the Central
Alberta plant with garbage being supplied by several municipalities
including the city of Red Deer and Red Deer County. The
plant will likely attract municipal officials from all over North
America to see how the system works.

County Moves to Lease Reserve Land for Aviation Museum
Red
Deer County council unanimously gave first reading to a bylaw today for
the lease of about 10 acres of municipal reserve land for the proposed
Harvard Historical Aviation museum in Springbrook. The location is east
of the fire hall and northwest of the sports fields at the site of the
running track and the gravel parking lot south of the Trinidad Training
Centre. The balance of the municipal reserve site with the baseball
diamonds and soccer fields may become the site of a future school, a
recreation building and a new road, according to the Springbrook
Heritage Urban Design Plan. In May of 2008, council authorized
administration to enter into a lease agreement with the Harvard
Historical Aviation Society. A public hearing on the bylaw will be held
soon.
The
society plans to build a 15,000 to 18,000 sq. ft. building that will
house artifacts of the former Penhold military base, interactive
displays, flight simulators, models and aircraft. The primary focus of
the museum will be on the NATO training years from 1951 to 1965.
Construction could start in 2010 if funding can be arranged. A 1941
Airspeed Oxford twin engine trainer plane, found in southern
Saskatchewan, has been acquired that was originally used for training at
the Penhold base as part of the British Commonwealth Air Training Plan
during the Second World War. It will be restored for display. The centre
will also offer educational programs with a strong youth component.

Two Springbrook Events Bring in New Year
About 50 people attended the Springbrook Community Association New
Year's Eve dance at the community centre while about 35 people were on
hand for a similar event at the Harvard Business Centre on Wednesday.
