Red Deer's Dispute With Red Deer
County Escalates
Early on Monday, the Red Deer Municipal Planning Commission accused the
County of 'aggressive' growth tactics which limit the City's ability to
grow and is determined to 'fight back'. Later in the day, City Council
followed up by unanimously passing three resolutions to dispute the
County's plans close to the City, including their new Municipal
Development Plan, the new Land Use By-law and the proposed Springbrook
Gasoline Alley Area Structure Plan, in each case citing that the
County's plans are not consistent with the Intermunicipal Development
Plan and could be detrimental to the City. It was also resolved to set
up a meeting of the Intermunicipal Affairs Committee to address the
City's concerns as soon as possible. The decision was made following a
presentation by the planning department suggesting that the County had
not involved them in the planning process.

Springbrook Arena to be Used for School Hockey
Programs
The Springbrook Arena (in partnership with the Alberta Hockey Academy),
along with the arena in Bowden, will be used by Chinooks Edge School
Division for the new hockey program initated at River Glen School Grades
7-12, Innisfail Middle School Grades 5-7 and Bowden Grandview School
Grades 5-9. High school students will earn physical education credits
and middle school students will earn option course credits. The program
will accommodate about 120 students in total.

New Airport Hangar Close to Completion
A new 9,000 sq. ft. hangar is under construction and nearing completion
immediately west of Air Spray. One of three bays being built by Darryl
Lewen will be used for aircraft storage and the other two will be rented
out.

Gasoline Alley Plan Evolving Quickly
The updated plan for Gasoline Alley was revealed at the County office
Saturday, with most stake holders enthusiastically supporting it. The
plan has 6 distinct areas to be developed or enhanced -- the highway
commercial area, the box store area, 'The Cruise' automobile-oriented
street, 'The Promenade' pedestrian-oriented street, a civic
institutional area including a school and community centre, and a
residential area called 'Creek Crossing Village'. There would also be a
car museum established in the south east corner. An ecological area with
trails would be established along Waskasoo Creek called the 'Emerald
Necklace' greenbelt. McKenzie Road would become more of a local road
with the main arterial from Highway 2A entering north of McKenzie, then
along Scott Drive extending south beyond McKenzie and west back to
Highway 2A. Depending on density, the community could eventually have a
population of 5-8,000. The County wants to proceed quickly once the plan
is finalized and presented to Council and is willing to spend several
million dollars to get the development under way. A similar process is
planned for Springbrook.

Harvard Park Phase 2 Gets Approval
A trimmed back plan for the next phase of the residential expansion in
the Harvard Park area has been approved by Red Deer County. It allow for
61 new lots, compared to the original 64, to allow for more land for a
trail system. Construction is expected to start in the spring.

Sewer Rates Going Up Apr. 1
An 11% increase in sewer rates in the area served by the Waskasoo
Regional Services Board, including Springbrook, will help pay for
improvements to the system. The rate increases $.16 per cubic metre,
bringing the charge to $1.65, resulting in an average $4 increase per
household. Improvements to the system costing around $900,000 and an
$.11 per cubic metre rate increase from the City necessitated the move.

Springbrook-Gasoline Alley Area Structure Plan
Given First Reading
At a special meeting of County Council today, unanimous approval was
given to first reading of a major development concept plan for the next
20 to 25 years. It is the largest Area Structure Plan ever undertaken by
the County covering an area of 165 quarter sections from the Red Deer
River east to 30 Ave. and from Red Deer south to Highway 42. Prior to
going to 2nd and 3rd reading, public meetings will be held to give
residents of the area an opportunity to comment. The plan was developed
by the University of Calgary Faculty of Environmental Design and takes
into consideration both agricultural and environment issues as well as
residential, commercial and industrial demand. The plan features a
Springbrook town centre with a commercial zone on the west side of the
swale, community institutional and park zone on the south side of
Airport Road, integration of the various parts of Springbrook and new
roads and trails north to the C & E Trail. The plan would also create a
town centre approach to Gasoline Alley. Industrial development will be
encouraged around the airport, south of Red Deer and east of Highway 2
as well as the junction of Highway 2 and 42. To see the revised map

Four Part Corporate Strategic Plan Endorsed by
County Council
For the first time in Alberta history, a municipality, in
this case Red Deer County, has adopted four major planning documents in
one package, developed by one team of consultants. County Council
adopted the Growth Management Strategy and the Economic Growth Strategy
(both general planning concept documents) by special resolution and gave
first reading to the new Municipal Development Plan and the new Land Use
By-law (much simpler and shorter documents than the previous versions)
both of which will go to public meetings before second and third
reading. The strategy involves protecting all natural waterways,
protecting the best soils for agriculture, developing nodes for
residential growth around the existing hamlets of Springbrook,
Spruceview and Benalto and creating new residential nodes east and west
of Red Deer and around high profile recreation areas of Sylvan Lake,
Glennifer Lake and Pine Lake.
