Originally,
the Springbrook/Gasoline Alley Area Structure Plan was presented
in January 2006 but due to conflicts with the city of Red Deer
at the time, it was shelved until the new Intermunicipal
Development Plan was passed in July 2007. A revised version of
the Springbrook/Gasoline Alley passed first reading in April
2008. In the meantime, Red Deer County has developed urban
design plans for Gasoline Alley
West/Liberty Crossing, Gasoline Alley East and Springbrook.
These plans are conceptual guidelines for long range planning
purposes so they do not necessarily
reflect what exactly will happen when future development occurs.
The
Gasoline Alley west and east portions of the Springbrook/Gasoline
Alley ASP suggests the creation of a central core west of existing
Gasoline Alley with both light and mediium density residential
development. A trail system along Waskasoo Creek would link
together green spaces and the various residential developments already in the
area.
The commercial area would be divided into "theme" streets, many
of which emphasize a retro look about the use of the car. A car
museum is also proposed.
The residential area would include a school and community
centre.
As a result of an agreement with the city of Red Deer, this area
will remain in the County for the foreseeable future.
The proposed
plan recommends that, east of Gasoline Alley,
Piper Creek be preserved to eventually connect with the Waskasoo
Park urban trail system. Slack Slough on the east side of
Highway QE2 would also be preserved as environmental reserve.
Long range Red Deer plans propose McKenzie Road east of Highway 2
be part of an
expressway
ring road system that would ultimately include 20 Avenue to the
east and Highway 11A to the north.
