Springbrook Development Concepts and Summary

Plan given first reading April 15, 2008
One of the goals of the
revised Springbrook Gasoline Alley Major Area Structure Plan is to maintain the character
and natural features of the community while, at the same time,
integrating the various components of the area including the airport,
Harvard Park, the three residential areas and the community's heritage.
A mixed-use
commercial-residential town centre approach is encouraged in the area
northeast of the recreation complex northwest of the swale and/or in the
northwest junction of two future northward commuter links to Red Deer. New
buildings in the town centre would be 2 to 3 stories with commercial at street level
and
residential above.
Between the two town
centre sites will be medium to high density housing located in the current
vicinity of the barracks and parade square, now known as Harvard Park
once the area is available for development.
A
new road is envisioned along the northwest side of the swale tentatively
referred to as Main Street in the plan.
The area around the swale would maintain its ecology with a trail encouraging
pedestrian movement in the community in a green belt on each side of the
swale.
The swale/pathway system
would connect the residential, commercial and recreational areas with
the wetlands, tree stands and proposed sports fields, campground,
school and park to the south and the industrial and airport area to the
west. The plan suggests that some initiatives could be undertaken to
preserve the historical, cultural and ecological features of the area
including the significance of the former base, the railway and the
Calgary Edmonton Trail. A series of walking/bicycle trails would link
the community with Penhold to the south, the Red Deer River to the west,
Red Deer to the north and ecological and heritage features within the
study area.
New neighbourhoods should maintain the overall character of the existing
community with back alleys and garages located in the rear of homes.
Tree plantings in the front and pedestrian friendly pathways or
sidewalks would encourage interaction within the community.
Residential expansion will occur primarily east toward the rail line and north.
The expected population when filled out will be around 5,000.
Areas to the south of the existing community are designated possible
future development. Land to the north near the airport are designated
future industrial development.
